There are two types statements in criminal cases first is before police ( investigation officer) called it sataetment of 161 CRPC and other is statement of 164 CRPC record before Magistrate.
After Fir police start investigation and collect evidence and take in custody the evidences, and notices to persons who have information about the accurance and record their statements are the statements of 161. When investigation complete Police make final report of investigation under section 173 CRPC called it Challan.
What are the requirements if any body wants to record his or her statement of 161,
He should appear before investigation officer and request him to record his statement under section 161 crpc, which investigation officer is duty bound to record.
If Investigation officer don't record the statements the person can application to Investigation in charge, some time investigation in charge is not SHO, in small districts SHO is In charge of both departments( operation and Investigation) But In Lahore Investigation department is separate then operation. Operation department lounge FIR(first information report) and then Investigation department investigate cases and make final report to submit under section 173 crpc.

To prove your case it is compulsory that there should be strong documentary and verbal evidence.
Some time Police bribe from accused persons to give them relief don't record statement of 161, so in these circumstansis Application to DIG to change investigation otherwise investigation officer can make discharge report to submit before SP, so statements of 161 are important to be record
